Cornelius J. Phillips was released from the Richland County Jail yesterday. Unfortunately, that release was a mistake and as a result a man considered to be armed and dangerous is now at large, according to the Richland County Sheriff’s Office.

Phillip’s departure form the Jail was captured on routine surveillance video, which showed him heading south and then being picked up by a person driving a blue Hyundai Sonata.

The United States Marshal’s Service has joined local law enforcement, as well as the Ohio Highway Patrol, to local Philiips, who was arrested by Mansfield Police on August 29. A nationwide arrest warrant has been issued.

Phillips is 5 feet 9 inches tall and has black hair and brown eyes. If he is spotted, call 911 immediately. He was originally jailed on charges of drug possession, having an expired operator’s license, endangering children, and falsification.

The Richland County Sheriff’s Office is conducting an internal investigation as to how this incident occurred.
