As previously shared on 1812Blockhouse, the City of Mansfield is in the process of developing a new Consolidated Plan for the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Funds (HOME) through the Department of Housing and Urban Development (HUD). The Plan will cover the 2019-2023 period and will identify the City’s priorities for allocating these federal grant funds for the next five years.

To that end, the City is undertaking two public surveys. The first, which we discussed back on January 9, is for citizen input and can be accessed and responded to at this online location.

A separate survey involves businesses, organizations, and institutions, and in particular the following:

(i) Local and regional institutions, the Continuum of Care, and other organizations (including businesses, developers, nonprofit organizations, philanthropic organizations, and community-based and faith-based organizations) that serves the Mansfield geographic area;

(ii) Public and private agencies that address housing, health, social services, employment, or education needs of low-income individuals and families, of homeless individuals and families, of youth, and/or of other persons with special needs;

(iii) Publicly funded institutions and systems of care that may discharge persons into homelessness (such as health-care facilities, mental health facilities, foster care and other youth facilities, and corrections programs and institutions);

(iv) Public and private organizations, including broadband internet service providers and organizations engaged in narrowing the digital divide;

(v) Agencies whose primary responsibilities include the management of flood prone areas, public land or water resources, and emergency management agencies; and

(vi) Other entities

The following remain in terms of public input meetings and steps to adopt the 2019 Plan:

  • Friday, January 18 — 9:00 AM to 11:00 AM @ Mansfield Memorial Homes, Conard House Senior Center Building, 71 Blymyer Avenue
  • Tuesday, February 19 — 6:00 P.M.@ Council Chambers, Open to applicants to discuss their FY’19 proposals
  • Tuesday, March 19 — City Council Public Affairs Committee meets to review the recommendations of the Consolidated Plan/Annual Action Plan FY’19
  • Tuesday, April 2 — City Council to vote on Consolidated Plan/FY’19 Action Plan
