The City of Mansfield receives federal grants from the United States Department of Housing and Urban Development (HUD) in the form of Community Development Block Grants (CDBG) and (HOME) Investment Partnership funds. To qualify for such grants, the Mansfield community develops and submits an annual Action Plan which identifies the housing and community development needs of its low–to–moderate income residents each year.

July 1, 2020 begins year two of the 2019 – 2023 Consolidated Plan, up for approval by HUD in June 2020. The Consolidated Plan outlines strategies to achieve decent housing, a suitable living environment, and expand opportunities principally for the benefit of low and moderate income persons in Mansfield. The Plan is updated every year through an Annual Action Plan, detailing the activities to be undertaken and resources to be used to achieve the goals and objectives of the 5-year plan.

Progress towards achieving the goals is reported in the CAPER (Consolidated Annual Performance Evaluation Report) which is prepared in the fourth quarter of the program year.

A series of public meetings to collect planning input, as well as solicit, review, and approve projects have been scheduled for this purpose. The City of Mansfield Office of Community Development will hold two neighborhood meetings in January, as well as public hearings in February & March in preparation for the 2020-2021 Action Plan for CDBG & HOME Programs. Citizens and Agencies are encouraged to attend. The presentations will discuss the two funding programs.

Proposal Applications for Sub-recipient Funding for Fiscal Year 2020 will be available at the meetings, online at the City’s website: www.ci.mansfield.oh.us, and may be picked up in person at the Community Development Office, 30 N. Diamond St., 8th Floor, Mansfield,OH,44902.

  • Thursday, January 16, 2020, 5:00 PM to 6:00 PM @ The Mansfield/Richland County Public Library Community Room, 43 West Third Street, Mansfield
  • Wednesday, January 22, 2020, 5:00 PM to 6:00 PM @ The North End Community Improvement Collaborative, 134 North Main Street, Mansfield

  • Proposal Applications are due Friday, February 7, 4:00 PM at the Community Development Office.
  • Tuesday, February 18: Meeting at 6:00 PM @ Council Chambers; Open to applicants to discuss their FY’20 proposals
  • Tuesday, March 3: Action Plan draft including recommended FY’20 activities is made public and sent to the Public Affairs Committee of City Council for review
  • Tuesday, March 17: City Council Public Affairs Committee reviews recommendations of the Action Plan FY’20
  • Tuesday, April 7: City Council to vote on FY’20 Action Plan
  • April 13 through May 12, 30-day Public Comment Period
