On February 25, the State of Ohio Controlling Board, a part of the Office of Management and Budget, will consider a request from the Adjutant General’s Department to approve a waiver of competitive selection and a release of $441,000 for a taxiway project at Mansfield Lahm Airport.

According to materials submitted to the Board, the project would secure the services of Delta Airport Consultants, Inc. to design the relocation of Taxiway Alpha in front of the Aircraft Parking Apron at Mansfield Air National Guard Base. The design is to be funded by a combination of state funds ($220,500.00, Fund 5RV0, ALI C74547, Mansfield Taxiway OMFC) provided by a grant from the Ohio Military Facilities Commission and federal funds ($220,500.00, Fund 3HJ0, ALI C74545, Mansfield Taxiway Federal) provided by National Guard Bureau.

The Mansfield Lahm Municipal Airport (KMFD) is owned are operated by the City of Mansfield with a Joint Army/Air installation including the 179th Airlift Wing of the Ohio Air National Guard using this property. The proposed project is part of KMFD’s Master Plan and Airport Improvement Plan underway with assistance from Delta Airport Consultants, Inc..

Due to Delta Airport’s Consultants in depth involvement with the larger project, the Adjutant General’s Department is requesting authority to contract with the vendor in order to avoid duplication and conflict with the larger project. Federal funds for this project will be part of a cost sharing with the state of Ohio’s Military Facilities Commission. Project will be executed by the City of Mansfield’s Engineering Department.

Once completed, this project will eliminate two of the six permanent airfield waivers required for the operation of the 179 Air Wing airlift mission.
