Shelby City Council has reintroduced the facade improvement program to rejuvenate businesses in the Central Business District in 2024. This initiative, designed to offset the costs of eligible facade and building improvements, aims to add character to Downtown Shelby and is open for applications until May 10. The competitive program provides building owners with a 50% matching grant for approved projects, with a maximum limit of $5,000 per project, subject to committee review.

Program Details and Eligibility

The program’s scope includes a range of improvements, such as exterior painting, signage, awnings, storefront/facade cleaning and restoration, sidewalks, lighting, storefront security devices, new roofing, and permanent flower boxes or planters. These improvements are intended to uplift the aesthetics and safety of Downtown Shelby. However, projects that have already been completed are not eligible for funding, and each business or storefront can only receive one grant per year.

Application Process

All applications are subject to review by the facade improvement committee and must comply with the building department’s rules and regulations. Historic buildings may require a certificate of appropriateness to proceed. Applicants are encouraged to contact Economic Development Manager Jessica Gribben at 419-342-4159 for questions or additional information.

Reimbursement and Project Completion

The program operates on a reimbursement basis, which means that funds will be released to grantees after all invoices have been paid and all necessary approvals obtained. Projects must be completed and paid out within the 2024 calendar year. The committee will review each project to ensure it meets the requirements before releasing the grant.

Funding Structure and Limitations

A special fund has been allocated for this assistance program. Grants are awarded on a 50% matching basis, requiring the applicant to contribute half of the project’s cost. For example, a project costing $1,200 would require a $600 contribution from the business owner, with the remaining $600 covered by the grant. The committee may cap the grant at $5,000 per project, depending on the number of applicants and the project’s impact.

With the application deadline approaching, business owners in Shelby’s Central Business District are encouraged to apply for this unique opportunity to enhance their storefronts and contribute to the vibrant character of Downtown Shelby.
