Richland County plans to replace a single span bridge on Smiley Avenue within the City of Shelby.

The proposed project consists of replacing a single span steel pony truss bridge with a single span composite prestressed precast concrete box beam bridge on pile supported reinforced concrete integral abutments. The proposed structure will be 87 feet long, 24 feet of vehicle lane width, with 5 foot sidewalks on each side of the bridgeWork will require the acquisition of additional right of way for construction of the bridge and several utility relocations. In accordance with the ODOT Office of Environmental Services’ (OES) Regulated Materials Review (RMR) Screening, there are no regulated materials located adjacent to the project. Based on this information, the project is considered exempt from further RMR investigation.
The project will require a 90-day detour of pedestrian and vehicular traffic. Sidewalk access is provided on the detour route. The Smiley Ave. eastbound detour will be Smiley Ave eastbound to SR61 (N. Gamble St.) southbound to E. Whitney Ave. eastbound to Broadway St. northbound to Smiley Ave. The Smiley Ave westbound detour will be the reverse of the Smiley Ave. eastbound detour. Local traffic will be maintained to all abutting properties. Construction is anticipated to begin in April 2023.
