The Home Energy Assistance Program (HEAP) is designed to help those needing assistance paying for heating bills this winter. This federally funded program is available to anyone age 18 or older, whose household income is at or below 175% of the federal poverty guidelines.

Those in Richland County wishing to apply can visit the Community Action Commission (CAC) to complete the application and provide the necessary documentation. Richland County CAC locations can be found here and the minimum documentation necessary is as follows:

~A copy of your most recent utility bills

~A list of all household members (include birth dates and Social Security numbers) and proof of income for the last 30 days for each member (12 months preferred)

~Proof of citizenship or legal residency for all household members.

Note that, depending on your income type, additional documentation may be required.

All heating types are eligible for energy assistance programs – Electric, Wood, Coal, Natural Gas, Propane and Kerosene.
