It was a bold experiment in urban engineering unlike any other seen in the area. In the early 1990s, Mansfield government and civic leaders developed the vision not only for a major attraction to bring visitors to the center of the city – what became Richland Carrousel Park – but also to concentrate revitalization activities in what is now known as the Carrousel District.
