This evening, Mansfield City Council will gather to consider a relatively brief list of proposals and resolutions. From approving donations to discussing a detachment of land from city boundaries, the agenda offers a snapshot of the city’s evolving priorities. Below is a look at the topics that will shape the upcoming meeting.
Legislation
COUNCIL BEGINS
Petition for Detachment of Land (25-016 Vote)
One of the first items on Tuesday night’s agenda is a vote on a petition for the detachment of 9.554 acres from the City of Mansfield. Should Council assent to the petition under Ohio Revised Code 709.38, this land will become part of Washington Township.
CAUCUS BEGINS
Affirming Payment for Fire Station Repair (25-025 Vote)
During the Caucus session, Council will vote on authorizing payment to MG Energy in the amount of Fifteen Thousand Sixty-Three and 84/100 Dollars (15,063.84 dollars). The payment, backed by a Then and Now Certificate from the Finance Director, covers emergency repairs for a water heater at Fire Station #4.
Annual Appropriations Ordinance (25-026 Caucus Only)
Council will discuss an ordinance making final cumulative annual appropriations for the City’s expenses and expenditures for the fiscal year beginning January 1, 2025. As this item is listed for Caucus only, no formal vote is expected this session.
Amending the Community Reinvestment Area (25-027 Vote)
An amendment to Ordinance 20-086 is on the table, with a vote planned to revise the Community Reinvestment Area requirements. The proposed change seeks to designate Housing Officers responsible for overseeing the program’s administration.
Donations for Liberty Park Renovation (25-028 Vote and 25-029 Vote)
Two significant donations—each in the amount of Two Hundred Thousand and 00/100 Dollars (200,000 dollars)—are expected to be formally accepted by the Public Works Director. One donation comes from the Richland County Foundation and the other from the Milliron Foundation. Both contributions will be appropriated for the Liberty Park Bath House renovation project, pending Council approval.
New Traffic Signals and Vacating of Right-of-Way (25-030 Caucus Only and 25-031 Caucus Only)
Council will discuss, but not vote on, two important public works initiatives. The first concerns advertising for bids and entering into contracts for the installation of new traffic signals at SR 39/Mulberry Street, Brookwood Way/Fourth Street, and Cline Avenue/Marion Avenue. The second involves vacating a portion of Springmill Street between North Mulberry Street and Oak Hill Place, while retaining utility rights and easements in that area.
Grant for Public Improvement Project (25-032 Caucus Only)
Another Caucus-only item grants the Public Works Director the authority to accept a grant and enter into a Local Public Agency Federal Local-Let Project agreement with the Director of the Ohio Department of Transportation. The funds will support the design and construction of a public improvement project within Mansfield.
