The North End Community Improvement Collaborative (NECIC) Board of Directors has announced a leadership transition. After 18 years, Deanna West-Torrence is stepping down as CEO and assume the title of Founder. Since NECIC’s inception in 2006, Deanna has been a key figure in improving the quality of life in the North End community.
Deanna’s journey began with a vision for a resident-driven approach to address the challenges faced by her neighborhood. From her time on Mansfield City Council to her role at NECIC, she recognized the need for a cohesive community strategy. Through conversations with stakeholders like the Fran and Warren Rupp Foundation, Deanna formed NECIC, transforming it into a cornerstone for community empowerment and development.
Empowering the North End: Deanna’s Legacy
Under Deanna’s leadership, NECIC implemented three iterations of the Community Economic Development Plan, which led to programs such as the African American Leadership Initiative, neighborhood grants, blight elimination, elder and youth programming, housing services, and small business development. Her work also included urban farming, teaching gardens, and the establishment of an alternative staffing agency. Most recently, NECIC launched an effort to build a Community Impact Center to provide healthcare, mental health services, education, and recreation.
Deanna recently relocated to San Diego but will remain involved with NECIC as Founder. She will offer mentorship, contribute to program development, and assist with grant writing and fundraising efforts.
Tony Chinni Steps in as Interim CEO
Tony Chinni, NECIC’s current Research and Development Manager and its longest-serving staff member, will assume the role of Interim CEO. Tony joined NECIC in 2007 as its first intern and has played a key role in shaping the organization.
A Mansfield native, Tony earned a Bachelor of Arts in European History from The Ohio State University in 2007. He has been instrumental in drafting the North End’s Community Economic Development Plans. “I am honored to continue the work that Deanna and I have dedicated ourselves to over the past seventeen years,” Tony shared. “Deanna has been a mentor and friend, and I look forward to leading with the same passion and dedication.”
Looking Ahead: A Smooth Transition
The process for appointing a permanent CEO is underway, with a goal of finalizing the selection by July 2025. NECIC’s Board has formed a Transition Committee and hired a consultant specializing in nonprofit executive searches to ensure a smooth leadership transition.
NECIC Board President, Phil Mazzocco, expressed confidence in Tony’s leadership as Interim CEO and acknowledged Deanna’s contributions to building a sustainable model for community-driven change. The Board believes NECIC’s mission will continue to thrive under new leadership.
Community Response and Next Steps
Reflecting on her journey, Deanna said, “Founding and leading NECIC has been one of the greatest privileges of my life. Supporting Tony as Interim CEO is an honor, and I am confident in his leadership.” She extended her gratitude to the Board, NECIC staff, and community members for their ongoing support.
The NECIC team, led by Tony, is now focusing on continuing the Community Economic Development Plan to address evolving needs in the North End. With Tony’s experience and Deanna’s ongoing mentorship, NECIC aims to foster growth and opportunity for the community.
