The Greater Ohio Policy Center (GOPC) has spotlighted the importance of Ohio’s State Capital Improvement Program (SCIP) in a recent article advocating for the renewal of infrastructure funding. As lawmakers consider placing a reauthorization measure on the May 6, 2025, ballot, GOPC emphasized the program’s role in revitalizing communities, including Mansfield, which has directly benefited from this funding.

Mansfield’s Revitalization Efforts Included

GOPC’s article authored by Jason Warner, which can be read here, underscores how Mansfield has utilized SCIP funding to transform its downtown. Projects include the reconfiguration of one-way streets into two-way traffic, upgrades to stormwater systems to address flooding, and enhancements to make downtown more pedestrian-friendly. These improvements aim to create a vibrant, welcoming environment for residents and visitors alike, fostering economic growth and community pride.

Renewing a Legacy of Infrastructure Support

Established in 1987, SCIP has consistently supported Ohio communities in improving roads, water systems, and other infrastructure, according to the article. Voters have strongly backed the program in past elections, with 65% approving its reauthorization in 2014. GOPC highlights how the program funds transformative projects across the state, including Mansfield’s initiatives, to demonstrate the program’s ongoing value.

GOPC also pointed to Hamilton’s redevelopment of a massive papermill into Spooky Nook, a 1.2 million-square-foot sports and events facility, as another example of SCIP’s impact.

Legislative Path Ahead

Currently, two resolutions—Senate Joint Resolution 4 (SJR4) and House Joint Resolution 8 (HJR8)—are under consideration to place the reauthorization measure on the ballot. Both resolutions must pass before February 5, 2025, for voters to decide the program’s future.
