Ohio is set to experience a development bump as four newly approved projects, including one local initiative, are expected to create 384 new jobs and retain nearly 1,600 existing positions across the state. Announced Monday by Governor Mike DeWine, Lt. Governor Jim Tressel, and Ohio Department of Development Director Lydia Mihalik, the projects represent more than $131 million in private investment and over $28 million in new annual payroll.
These initiatives were reviewed and approved during the monthly meeting of the Ohio Tax Credit Authority (TCA), in partnership with JobsOhio and its regional partners.
Richland County’s Project: Charter Next Generation Expansion
Richland County stands out among the approved projects with the expansion of Charter Next Generation, Inc., a manufacturer of specialty films and sustainable packaging solutions. The company operates in both the city of Ontario and the village of Lexington.
As part of the expansion, Charter Next Generation plans to create 125 new full-time-equivalent positions, generating approximately $7.6 million in new annual payroll. The expansion will allow the company to increase its production capacity and support its continued growth in eco-friendly products for industries such as food, consumer goods, healthcare, and industrial sectors.
To support the project, the TCA approved a 1.39 percent, eight-year Job Creation Tax Credit. This performance-based credit is directly tied to the actual number of jobs created and the payroll generated, with verification by the state.

The Job Creation Tax Credit is designed to encourage businesses to invest in Ohio while ensuring measurable outcomes. By focusing on performance and verification, the state ensures that taxpayer-supported incentives are matched with tangible job growth and economic impact.
The Charter Next Generation project reflects a broader statewide commitment to job creation, business retention, and smart economic development strategies that benefit both local communities and the state economy.
